Serbian & Montenegrin vehicle registration plates start or end with a group of two letters,
indicating the town/district of registration.
Since c1999, the Serbian province of Kosovo has issued its own plates, with KS between two groups of three digits,
though the Kosovan codes below are often used in parallel.
Serbia also includes the province of Vojvodina.
